The delegation mode, subagent cap and model routing, plus the Mods button and pane whose settings the other mods read.

- Draws a band above the prompt, a pane, toasts
- Adds /mods
- Watches mcp__agent-rules__ui_test calls and can refuse them
- Hooks agent.spawn, prompt.submit, session.start
- Keeps its own state between turns
