gh-pane
A docked pane of the session repo's issues and PRs in run order, with buttons that fill the next command, plus two for this session's merge gate: send the merge reply, then clear and run the next command.

What it does
- Draws a band above the prompt, a pane, toasts
- Adds /gh-pane
- Watches Bash calls and can refuse them
- Hooks prompt.submit, session.end, session.start, turn.complete and 1 more
